While boasting one of the lowest tax rates in Central New Jersey, the Township provides a full range of municipal
services. These include general administration, police protection, municipal court, public works operations and
a planning and zoning department.
In addition, residents can take advantage of a modern public health department and welfare services. Franklin
is extremely proud of the many exceptional facilities available to its residents. The Township maintains a neighborhood
park system replete with athletic fields, tennis courts and fitness trails. Residents benefit from a varied recreation
program for all ages, including an active senior program.
The Township also performs construction and engineering inspections, issues fire prevention permits and re-issues
certificates of occupancy to apartment units when a change of tenant occurs.
Franklin funds a municipal library system with over 95,000 volumes and maintains its own water utility. Sewer
services are provided by an independent Sewerage Authority organized within Franklin. Fire and rescue squad services
are performed by volunteer companies. Residents contract with private haulers for residential garbage.
As of January 1, 1995, the Township employed 220 full-time employees and approximately 60 part-time and seasonal
workers.
Governmental functions are conducted out of several locations. The municipal complex located on DeMott Lane
includes the Township Hall constructed in 1971, the Library opened in 1981 and the Public Safety Building completed
in 1991. This complex is also the site of the Villagers Barn Theatre.
Public Works operations are located at 40 Churchill Avenue constructed in 1986. This complex also includes a
major recycling center and storage yards. At this location, residents can obtain containers which are used for
the county's curbside pickup of recycling items.
The Health and Social Services departments and Registrar of Vital Statistics are located at 935 Hamilton Street.
A full-time staff operates an animal shelter on the municipal complex.
